Partly-printed DS as president, one page, 8 x 10, June 30, 1884. President Arthur authorizes and directs the Secretary of State to cause the Seal of the United States to be affixed to “my exchange of Ratifications with the Government of Siam for regulating the sale of spirituous liquors.” Prominently signed at the conclusion in ink by President Chester A. Arthur. In fine condition.


The 1884 agreement between the United States and Siam (modern-day Thailand) concerning the regulation of the liquor traffic was a bilateral treaty aimed at controlling the sale and distribution of alcoholic beverages to protect local populations from the harmful effects of alcohol. Signed on May 14, 1884, and ratified by the president on June 30th, the agreement allowed Siam to impose restrictions and licensing requirements on liquor sales, including those by American citizens, while still respecting extraterritorial rights granted under previous treaties. This reflected growing international concern over the social impact of alcohol and marked a rare instance of Western powers cooperating with Asian nations on regulatory matters.
